The Jacksonville Sheriff's Office is facing scrutiny following a violent altercation during a routine traffic stop involving William McNeil Jr. Video recorded by McNeil shows officers punching him and forcibly removing him from his car, resulting in injuries that required medical attention. The Sheriff's Office released body camera footage, stating that McNeil was pulled over for driving without headlights and not wearing a seat belt, and that he refused multiple orders to exit his vehicle.

Authorities say force was used after McNeil failed to comply, and he later pled guilty to resisting arrest without violence and driving on a suspended license. While the officer involved has been placed on administrative leave pending an internal investigation, the state's attorney has decided not to file criminal charges. The incident has prompted debate over police use of force and accountability.

The Jacksonville Sheriff's Office is under pressure after this routine traffic stop in February turned violent. The driver, William McNeil, Junior, filmed the incident on his phone, which shows him getting punched and pulled from his car. He says he suffered a concussion, and needed 9 stitches after the altercation. But the Sheriff's Office says the video doesn't tell the whole story, and released body cam footage to defend their actions. Police say McNeil was initially pulled over for not having his headlights on in rainy conditions and for not wearing a seat belt. When asked for his license and registration, he refused and locked his door. Step out of the vehicle, step out of it. He was asked seven times to exit the vehicle, but never did open the door and exit or we were going to break the window. That's when officers broke the window. Reality is that all force, all violence is ugly, and just because force is ugly does not mean it's unlawful or contrary to policy. McNeil later pled guilty to resisting arrest without violence and driving on a suspended driver's license. Rodney Harrison is the former commissioner for the Suffolk County Police Department in New York. It's a very, very difficult and dangerous situation because the person was not complying. The concern that I do have is the the punch to the face once the individual had his hands up and didn't seem to be any type of threat to the officer. The officer involved is on administrative leave pending an internal investigation, but the state's attorney said no criminal charges would be filed. For CBS mornings, I'm Nicole Valdez.
