The ceasefire, agreed in October, has not advanced beyond its initial phase, with over 400 Palestinians and three Israeli soldiers reported killed since then. Both sides accuse each other of breaching the agreement, while humanitarian conditions in Gaza remain severe as aid organizations face new restrictions.

Palestinians searched for their belongings after another deadly Israeli strike, one of several across the Gaza Strip on Thursday. Medics said at least 11 people were killed in what Israel's military said was a response to a failed rocket attack by militants. The Israeli military said it struck several Hamas militants, rocket launch pits and what it described as terror infrastructure after the rocket launch, which it said violated a ceasefire. But the ceasefire, agreed in October, has not progressed beyond the first stage. Israeli airstrikes have killed more than 400 Palestinians, and three Israeli soldiers have been reported killed since then. Meanwhile, a former UN envoy expected to help lead Donald Trump's so-called Board of Peace for Gaza, Nikolai Mladenov, met Israeli Prime Minister Benjamin Netanyahu and a top Palestinian authority official on Friday, as the US president pushes ahead with his ceasefire plan. It envisages Hamas disarming and Israel pulling out further, as well as the board, which is an internationally-backed administration to rebuild Gaza, whose composition Trump is expected to announce this month. Under the first stage, major fighting stopped, and Hamas released hostages in return for Palestinian detainees and prisoners. But Israel is still waiting for the militants to hand over the body of a final hostage. It says it won't reopen the Rafah crossing between Gaza and Egypt, another condition of the US-backed plan, until they do. Israeli forces have withdrawn from less than half of the enclave. Crammed into the territory they did leave are nearly all of Gaza's more than two million people, living in makeshift homes or damaged buildings. Hamas, which refuses to disarm, has reasserted control in that sliver of territory. The two sides remain far apart on the steps needed for the second phase, and they've accused each other of major breaches of the ceasefire deal. A Hamas official told Reuters on Thursday the group had documented more than 1,100 Israeli violations of the ceasefire since October, including many Israeli airstrikes, and had urged mediators to intervene. This week, Israel barred entry to 37 aid organizations unless they met new rules and registered employee details with Israeli authorities, raising fears the humanitarian crisis could deepen in Gaza, where hunger and homelessness remain rife.
