Cyberviolence targeting women and girls is spreading across Europe, with over 90% of deepfake videos online being pornographic and women almost exclusively targeted. Common forms of abuse include cyber-stalking, surveillance, spyware, online harassment, hate speech, and threats, reported in 30 countries. 

Several countries have seen notable increases in image-based abuse and non-consensual sharing of intimate images. In Denmark, the number of young people experiencing such abuse has tripled since 2021. AI tools like GROK have been used to create deepfake images of women, prompting new safeguards. Politicians, journalists, and activists are frequent targets of coordinated online attacks.

How is cyber violence against women and girls spreading across Europe? More than 90% of deepfake videos online are pornographic in nature, with women almost exclusively the target. Across Europe, cyber-talking, surveillance and the use of spyware were the most common forms of cyber violence reported by women and girls. Online harassment, hate speech and threats were equally widespread and reported in 30 countries. For instance, in Greece in 2023, women made up 55.3% of victims in online threat cases and 69.6% in cyber-stalking cases. More than half of the countries also reported a rise in image-based abuse and non-consensual intimate image sharing. In Denmark, the number of young people experiencing image-based abuse has tripled since 2021. Since the beginning of the year, GROK, the Elon Musk-owned AI chatbot, has responded to user prompts to undress images of women creating AI-generated deepfakes with no safeguards. Musk has since said that the platform has put in place new tools to stop GROK from letting people edit photos of real people in revealing clothes. Politicians, journalists, women's rights defenders and feminist activists are frequent targets of online harassment, deepfake pornography and coordinated hate speech designed to silence or discredit them.
