Voting in the 16 municipalities were incorporated into phase three after being postponed due to security concerns. Elections in the remaining councils due to vote in the stage will take place on Monday. The UN support mission in Libya has welcomed the resumption of the electoral process, saying it's a step towards restoring the legitimacy of local governance institutions.
