Prime Minister Mark Carney tried to temper expectations about a Canada-U.S. trade deal, telling reporters all of President Donald Trump's trade agreements have included tariffs.

Prime Minister Mark Carney has cautioned that a tariff-free trade agreement with the United States is unlikely, noting that all recent U.S. trade deals have included some form of tariffs. Carney stated that while Canada aims to have all tariffs lifted, there is little evidence the U.S. is willing to reach such an agreement.

Canadian industries, particularly steel, have been significantly affected by existing tariffs, with a reported 30 percent reduction in national steel production. As negotiations continue, Carney is expected to consult with provincial premiers, while opposition leaders criticize the government's acceptance of tariffs as part of a potential deal.

Carney expects tariffs to be part of U.S. trade deal

With the clock ticking down to reach a deal with Donald Trump, the Prime Minister is now publicly lowering expectations. I expect that the discussions will intensify between now and the end of the month. His government has said its goal is to have all tariffs lifted, but now Mark Carney's clearest indication yet, a tariff-free deal might not be in the cards. In French, Carney says there's not a lot of evidence right now that the U.S. is willing to reach deals with countries without some sort of tariffs in place and that Canada wants to stabilize the situation amid Trump's global trade war. We have tariffs going on because we want tariffs and we want the money coming into the United States. We've seen no deals to date where another country has been able to secure a tariff-free environment. This trade lawyer points out that even the U.K., which has a trade deficit with the U.S., accepted a deal with a 10 percent baseline tariff. Now he says Carney is shifting the goalpost. He floated a trial balloon for Canadians and Canadian businesses, basically saying, here's what this looks like. Is this okay if there's a baseline tariff that sticks? We are really not interested in a baseline tariff. The steel industry, hit hard by Trump's 50 percent tariffs, says Carney is being realistic, but it can't survive for long like this and wants tariffs gone. We will simply not exist anymore in as strong a way as we do today. So we are on the downward slope. We can now confirm that as of May, we have lost 30 percent of Canadian production of steel. So that's nationwide. The Conservative leader is also weighing in, saying Carney is now conceding that American tariffs will be part of an eventual deal, despite the Prime Minister saying he wouldn't back down from Trump. Ashley, Trump extended the deadline for a deal to August 1st. Do you have a sense of where talks stand? Well, Juanita, in a phone interview with the BBC, Trump said he thinks negotiations with Canada are going to work out very well for the U.S., but when I asked the Prime Minister if a deal is within reach by that deadline, he didn't answer directly and instead said he expects talks to pick up and vowed to continue to stand up for workers. Carney is expected to discuss all of this with premiers when he meets with them next week. Ashley Burke, reporting in Ottawa.
