Authorities in California are continuing their investigation into Gojun Shuen and Sylvia Zhang, who were previously arrested after 21 surrogate-born children were taken from their home due to child abuse allegations. Since their release, the couple has had at least five more surrogate babies, all of whom have also been placed in state custody. 

The couple is currently fighting for custody of all their children and has initiated lawsuits against some surrogates, claiming breach of contract. Some surrogates, now aware of the ongoing investigation and FBI involvement, are seeking to adopt the babies themselves. Police say evidence of abuse exists on home surveillance footage, but translation issues have delayed potential charges.

We have an update on a story that first drew national attention last summer. This past July, police in California raided the home of Gojun Shuen and Sylvia Zhang over allegations of possible child abuse. The couple's 21 children, mostly surrogate-born, were taken into state custody as an investigation began. In the months since their arrest and release, the couple has had at least five more surrogate-born babies. Those children have also been taken into state custody. The couple is now fighting for custody of all of their children and suing some of their surrogates in the process. CBS News legal reporter Katrina Koppen has been covering the story and joins us now. How did this investigation start? So, Lindsay, they had a two-month-old baby that ended up in the hospital, and the staff there said that it was clear that this was either some kind of child abuse-like incident or a traffic accident. There had not been a traffic accident. So they began investigating. There was a raid on their home. Twenty-one children were taken, as you said. Most of them were born to surrogates. And that's how all of this began. And we then began looking more into this couple to try to figure out what's going on here. What has happened since then? So, we have uncovered that more babies are being born, even after this raid, even after all of these kids remain in foster care, at least five that we've found so far. And, beyond that, the couple is trying to sue for custody of two of those babies in Virginia. They're actually claiming breach of contract. They want custody of the kids. They want a million dollars from these women. The surrogates, on the other hand, now that they know there's a child abuse investigation going on, because there is a local child abuse investigation, the FBI is also looking into them, do not want to give these children to the parents they were intended for. So there's now this court battle happening. These new babies remain in foster care. Some of the surrogates are now trying to adopt the babies that they had. Because they thought that the parents had zero or one other child, zero children or one other child. Exactly. You're right. So these surrogates, they feel deceived, some of them have said. They thought they were helping a family that either couldn't have another child, couldn't have any children. They didn't know dozens of kids were being born all across the country. Where does this go from here? Why haven't they been formally charged? So, I know the local police is investigating them. They are working on putting this case together. I was told by a police officer there that they were translating some home surveillance footage where there is evidence of abuse on that footage. But it's in Mandarin because the couple is Chinese. That was the language that was being spoken. So I was told that has slowed up this investigation. But it sounds like charges are imminent. Katrina Kaufman, thank you. Thank you.
