None of those killed, including Silva, were among the suspects named in the original complaint that prompted the raid. The case highlights ongoing concerns about police violence in Brazil, where an average of 17 people are killed by police each day.

It was about a mile from the ongoing violence in favelas on the north side of Rio de Janeiro, where elite police forces were hunting members of the Comando Vermelho gang. Police on motorcycles securing the area ordered the small business owner to stop and ultimately fired shots into the tinted windows of his white sedan. Silva staggered out, blood streaming from his right cheek. But exactly what happened is disputed. And the conflicting accounts of the shooting highlight the challenge of piecing together what happened on that bloody day in Rio. My husband is now fighting for his life and we are fighting to prove his innocence. Silva's wife, Carine Vajira dos Santos, says he was an innocent victim of overzealous policing. In their report, police officers say Silva refused to stop when ordered, drove off and shot at them with a revolver, which he later surrendered. Silva's family says he had no firearm, no criminal ties and no reason to resist police. Reuters reviewed 40 bystander videos of the incident. We verified the location using street signs, road maps, traffic lights, utility poles and buildings and confirmed the date with corroborating reports. None of the videos or witness accounts analyzed by Reuters included a revolver. Three weeks later, Silva is still in the hospital in stable condition. He's one of hundreds of casualties of the October 28th police raid that left 121 people dead, including four police officers. Brazil's President Luiz Inácio Lula da Silva said the operation was disastrous. He's promised to push for an independent investigation. Silva's neighbor, Hugo Silva, no relation, was one of several residents who started filming the scene when they heard police barking orders and then firing at the vehicle. He disputes the police account of revolver shots followed by rifle shots. There was no exchange of gunfire. No residents saw the victim carrying a weapon because the subject is being discussed like that. Nobody saw a weapon. Santos told Reuters she is struggling to take care of their young children while trying to gather evidence to prove their father is innocent. I have nothing to do with the operation. My husband also has nothing to do with the operation. We worked very hard to live in a condominium outside the community. We paid expensive rent and expensive compensation. We paid expensive rent and expensive condominium fees thinking we would have security. Cases like this are not uncommon in Brazil. An average of 17 people are killed by police each day. That's about five times the figures in the U.S., according to the think tank Brazilian Forum for Public Security. Santos has filed a police report against the officers who shot at her husband. Their attorney accuses the police of tampering with the scene and planting a gun to incriminate Silva. A police spokesperson declined to comment, but said they were investigating the case. Reuters reviewed the names of those killed by police in last month's raid. None of them were among the 69 suspects named by prosecutors in the complaint that provided the basis for the raid. Silva was also not on the list.
