While the city managed the immediate emergency, the audit found the long-term response was inadequate, with errors in public information and a lack of accessible resources for affected communities.

The report also noted a disconnect between what residents needed and what the city provided, with many relying on nonprofits and neighbors for support. The audit issued 23 recommendations for improvement, all of which city officials have agreed to implement.

I've read through the 79 page report and it identifies several ways in which the city of San Diego was not prepared for that kind of emergency. How would you grade the city's response to the floods on the day of in the weeks that followed? Zero from 0 to 10 zero. Can I go below that? Monica Garcia saw how the January 2024 floods devastated her family, her mother and five relatives forced to evacuate their home on Beta Street. We were a homeless at that point and that's what made it even worse because you didn't know what to do. That feeling conveyed through a recent audit. 79 pages revealing what went wrong with the city of San Diego's response. While it says the city effectively managed the immediate emergency, the long term response was flawed. For example, it says resource flyers contained errors or just flat out inaccurate information. When translated from the English to Spanish. If they even got into the hands of the public, if you were there at the moment, you got it. If you were not there, they wouldn't even leave it at your porch or somewhere for you could have access to that information. The audit highlights the clear divide between the community's expectations and the city's planned response. The community wanted help cleaning up their homes and a long term shelter. The city instead created an emergency shelter, restored infrastructure, and leaned on other organizations for services. If it wasn't for nonprofits and neighbors with neighbors and communities coming together with communities, the few that you have relatives in between, it would have been even worse than where we are right now. The audit also calls out the mayor's office for making questionable communication decisions. Mayor Todd Gloria telling ABC 10 News with a disaster of this magnitude, there will inevitably be lessons learned and adjustments will be made, and we've already seen that in action. The audit came up with a list of 23 recommendations to help the city. Avoid the same struggles in the future, from creating a clearer framework for every agency's role to better training and updating the city's emergency operations plan.
