Homeland Security Secretary Kristi Noem has suggested that the Transportation Security Administration (TSA) may soon alter or eliminate its restrictions on liquids in carry-on bags. This potential change is linked to the increasing deployment of advanced CT scanners at airport security checkpoints, which are capable of detecting explosives in liquids and electronic devices.

The liquid restrictions, introduced after 9/11, have long been a source of frustration for travelers. While the technology is not yet available at every airport or checkpoint, about half of U.S. airports now have these scanners installed. Any policy change would likely depend on the continued rollout and effectiveness of this security technology.

TSA may eliminate liquid restrictions on planes

Transportation Secretary Sean Duffy says it would take more than $31 billion to update the U.S. air traffic control system. In May, he announced plans to build a new system by 2028. That's only if he can get enough money, or if it can get enough money needed from Congress. President Trump's recently passed big, beautiful bill secured about $12.5 billion to get it all started. And this all comes after years of issues plaguing the air traffic control network, including recent outages, technical problems, near misses, and a deadly crash between a U.S. Army helicopter and American Airlines plane. CBS News senior transportation correspondent Chris Van Cleve joins us now from Phoenix. And, Chris, good to see you. What kind of upgrades would this massive overhaul plan make, and how would this affect travelers? You're talking about rebuilding basically the entire air traffic control system from replacing buildings that are reaching the end of their usable life to replacing hundreds of radar systems across the country, new telecom, new communications, new terminals, new radios. It's basically a complete renovation, overhaul, and replacement of the entire air traffic control system. So the impact to flyers would likely be a much more efficient, much more reliable air traffic control system. At least that's the hope. And, Chris, Homeland Security Secretary Kristi Noem hinted that the TSA may be ending its liquid restrictions on planes, which is really interesting for me as someone who constantly forgets about a water bottle in my backpack. What more are you hearing there? I mean, certainly this has been a frustration of flyers since this policy was put into effect in the wake of 9-11. What the secretary did was she teased that her next big airport security announcement may be a change to the liquids rule. It's the second time now she said she's looking at it. What that might mean? Well, it likely would look similar to what's starting to happen in the U.K., where they have deployed CT scanners. We have those at many airports, but they're not at every airport and they're not at every checkpoint. But those CT scanners should be able to detect an explosive hidden in a liquid or one tucked in your computer. The promise of that technology, when it was starting to roll out, was that eventually we'd get to the point where you didn't have to take your laptop out. You didn't have to take your liquids out. You could have more liquids, maybe up to two liters instead of 100 milliliters. So it is possible that as this policy relaxes, if that's what she decides to do, that it will center around this airport CT scanner technology that has been making its way out to airports across this country. About a thousand of them, we understand, are in airports, about half of the nation's airports. All right. Chris Van Cleave, thank you very much for joining us.
