While a 28-point plan was initially put forward by the U.S., reports suggest a new 19-point version is being discussed, though details have not been officially released. Ukraine maintains it will not cede territory seized by Russia, and Russia insists Ukraine must not join NATO.

The conflict has resulted in significant casualties, with over 14,000 Ukrainian civilian deaths and high military losses on both sides. Peace talks have intensified under the Trump administration, but no agreement has been reached. Analysts note that Ukraine faces pressure to show progress, while Russia views the U.S. as essential to any resolution.

Where things stand in the Russia-Ukraine peace talks

Ukrainian and American officials continue to negotiate a U.S.-backed proposal to end the over three-year war between Ukraine and Russia. The U.S. has put forward a 28-point proposed plan, which critics say heavily favors Russian interests. President Trump has also stated he wants a deal to end the war by Thanksgiving, but according to U.S. and Ukrainian officials, he admitted his deadlines can be flexible. Sunday, negotiators representing Ukraine and the United States released a statement saying talks had resulted in an, quote, updated and refined peace framework. While neither side formally released the updated proposal, news organizations, including The Financial Times and The Guardian, reported a new 19-point version alters the approach to certain contentious issues. CBS News hasn't independently confirmed the existence of a new 19-point plan proposal, but negotiators are expected to continue meeting throughout the week. Ukraine has said it won't agree to any deal that results in giving up territory seized by Russia. Russia has stressed it will not sign a deal allowing Ukraine to join NATO. We wanted to look at where things stand in the conflict and how these talks have unfolded so far. Starting with the current territorial control. Russian troops control a large part of the eastern Donbass region of Ukraine and southern Ukraine near Crimea, which Russia annexed in 2014, a move condemned as illegal by the international community. Now, much of the territory in the east was claimed by Russia. Near the start of the war, Ukrainian forces have not been able to expel Russian forces from there. Ukraine's military has been much more successful in taking back control of northern Ukraine, such as the city of Kharkiv. Now, over the course of the war, there have been more than 14,000 civilian deaths in Ukraine since the full-scale invasion began in 2022, according to the United Nations. At least 149,000 Russian military members have been killed, according to the independent Russian news outlet MediaZona. On the Ukrainian military side, there's not an up-to-date estimate, but in June, the Centers for Strategic and International Studies estimated between 60,000 to 100,000 soldiers have died. Since the war began, there have been efforts to start peace talks between Ukraine and Russia, but the effort picked up steam during the Trump administration. During his campaign last year, the president said he could end the war in a day. However, efforts by his administration have come up short. Negotiators have met several times since February to advance peace talks, and President Trump has spoken directly with both countries' leaders. Some of those leader-level talks have been tense. Remember that Oval Office meeting with Ukrainian President Volodymyr Zelensky in February that resulted in President Trump yelling at him, temporarily suspending military aid, though the two leaders met again in August and in October. That same month, President Trump held a summit in Alaska with Russian President Vladimir Putin, which ended early due to an impasse over the root causes of the war and Ukraine's potential NATO membership. There were hopes for another summit with President Putin in October, but those talks stalled. Earlier, I spoke with CBS News national security contributor Sam Vindegrad about these negotiations and whether Ukraine would accept a proposal that requires so many major concessions to Russia. I think it is unlikely that Ukraine is going to carte blanche, agree to a peace proposal that would really put significant limits on its military, open the door to Russia just invading Ukraine again, and taking off the table Ukraine ever joining NATO. Ukraine also has to socialize any agreement it makes with countries other than the United States, including the UK, including France, and including NATO members. So I think the timeline is more than ambitious. It just logically doesn't work. At the same time, Zelensky is certainly feeling pressure to publicly and privately show momentum so that President Trump doesn't try to bully him into a corner by withdrawing intelligence support or security assistance again. I think that the rest of the world and supporters of Ukraine are quite keen to present a peace proposal to both Ukraine and Russia that does not look like capitulation on its face. However, it's clear that Vladimir Putin views the United States as key to ending the war in whatever terms are hammered out. So while U.S. allies are certainly working on a workaround, I think it's unlikely that Vladimir Putin is going to agree to play ball with anybody but President Trump, which really requires President Trump to show leadership and solidarity with the victim in this war, which is Ukraine.
