The survey shows that these terms are least acceptable to citizens in the UK and Spain, where opposition is strongest.

In contrast, Italian respondents are more open to territorial concessions, with a majority supporting the idea of Ukraine handing over the Donbass region as part of a peace agreement. The findings come as Ukraine reviews a US-proposed peace plan amid ongoing discussions where European leaders have been largely sidelined.

Peace talks on Ukraine are dragging on, but what would European citizens put on the table if they were involved? As Ukraine approaches another year of full-scale invasion, Kyiv is reviewing a peace plan proposed by the US. European leaders may have been sidelined in discussions, but citizens across the continent have been polled on which terms would be acceptable and which not. Respondents in six countries say the least acceptable proposal is allowing Russia to keep all territories it currently holds, roughly a fifth of Ukraine. The next red line is forcing Kyiv to cap its army at 600,000. Europeans also widely deem it unacceptable to bar Ukraine from joining NATO. Opposition to all three proposals, territorial losses, reduced army and no NATO membership is strongest in the UK, with Spain also emerging firmly against. At the same time, Italians are the most open to a solution entailing territorial concessions, the most contentious aspect. While Italians only marginally oppose Russia keeping all occupied territories, they're only ones whose majority would propose that Ukraine hand over the Donbass region as a way to peace.
