A 22-year veteran Winnipeg Police Service constable has been charged with numerous offences, including drug trafficking, stealing police ammunition, sharing police information, breaking and entering to commit extortion, trying to convince other police to dismiss traffic tickets, and taking a semi-nude photo of a dead female and sharing it.

A veteran Winnipeg police officer, Elston Bostock, has been charged with several serious offences, including drug trafficking, theft, breach of trust, and committing an indignity to human remains. Bostock is accused of stealing police ammunition, engaging in numerous drug transactions, and distributing a semi-nude image of a deceased woman obtained during a police call. 

Additional allegations include disclosing confidential information, attempting to have traffic tickets dismissed, and, alongside another officer, unlawfully entering a home to evict tenants. Both officers have been removed from active duty. The Winnipeg Police Service has responded by increasing oversight and requesting the authority to make disciplinary actions public, though changes to provincial policy have not yet been confirmed.

Veteran police officer faces trafficking, indignity to human remains charges

For the second time in nine months, police announced charges against Elston Bostock, a constable who spent 22 years with the service. He's accused of stealing ammunition from police and giving it to civilians, engaging in 84 drug transactions over the course of nearly nine years, and sharing a semi-nude image of a woman who died suddenly in a private home. Constable Bostock attended a call for service regarding a sudden death in the 500 block of Osborne Street, at which time he obtained an intimate photo of a deceased female who was only partially clothed. Constable Bostock then distributed this photo electronically to another party. Bostock is also accused of disclosing confidential police information, trying to get police to dismiss traffic tickets, and, along with Constable Vernon Stratinsky, who's also been charged, breaking into a home and threatening to arrest people inside if they didn't agree to be evicted. Both officers entered the residence without authorization for the purpose of evicting the tenants at that location. These actions were not associated in any way to their policing duties. We believe in transparency and accountability. Bostock was previously charged in November, alongside two other members of the police service. Police Chief Gene Bower said more information came to light as a result of that investigation. These are very serious allegations which go directly against the values of the Winnipeg Police Service, tarnishing our reputation and eroding the public's confidence within our service. Bostock has been charged with committing an indignity to human remains, distributing an intimate image, breaking and enter to commit extortion, theft, six instances of breach of trust, three obstruction of justice charges, and a total of five for drug possession, trafficking and distribution. We understand the damage this does to public trust, trust which must be earned every day, and that is what we intend to do. Bower said he's assigned three more officers to the Professional Standards Unit. He also said he's asked the province to grant police the power to publish disciplinary actions as a result of police misconduct. The chair of the Winnipeg Police Board says other provinces already do this. In the interest of accountability and transparency, the board is supportive of that. Winnipeg's mayor says he supports this, but Justice Minister Matt Wiebe wouldn't commit to making the change. In the meantime, both of the officers charged have been removed from active duty.
