The Cuban President, Miguel Diaz-Canel, on social media suggested the US had no moral authority to force any deal. He said, No one dictates what we do. Cuba does not attack others. It has been attacked by the United States for 66 years, and it does not threaten. It prepares, ready to defend the homeland to the last drop of blood. In Havana, there was a mixed reaction to Trump's push to cut Venezuelan oil supplies to the country. It doesn't scare me, not at all, at no point. At no point does it scare me, because I'm prepared. The Cuban people are prepared for anything, any situation that may arise, for everything. We need to reach an agreement and not resort to violence or any negative action against the country. It would be good if there could be some kind of relationship between the two countries. The Cuban government in the early 2000s signed a cooperation agreement with Venezuela, then led by Hugo Chavez. The agreement involved supplying oil in exchange for Cuban doctors and teachers. And now Havana relies heavily on these oil deliveries from Caracas to keep its power generators and vehicles running. That reliance is under threat as the country is going through its worst economic crisis in 30 years.
