Texas Governor Greg Abbott has vetoed a bill that sought to ban all consumable products containing THC, such as gummies and vapes, except for medical marijuana. The decision marks a notable disagreement with Lieutenant Governor Dan Patrick, who had made the ban a legislative priority and cited strong law enforcement support for the measure.

Abbott instead called for a special session to establish regulations on THC products, proposing rules similar to those for alcohol, including age restrictions and local control over sales. The veto was welcomed by hemp industry stakeholders and patients who use marijuana for pain management, while Patrick criticized the move, arguing it could lead to the legalization of recreational marijuana. The hemp industry in Texas reportedly employs over 53,000 people and generates more than $4.3 billion in annual sales.

Let's bring in CBS News national reporter Karen Boa, who's live for us in Houston. Karen, why does this bill have state leaders so divided? Hey, Elizabeth. So ultimately this contentious THC bill had been sitting on Governor Abbott's desk for several weeks and he was getting political pressure from both sides. Ultimately Abbott didn't make a decision on this until less than an hour before the midnight deadline last night. This bill ultimately would have banned all consumable products containing any THC, like gummies and vapes, with the exception of medical marijuana. But Abbott vetoed this bill and instead called for a special session to create more regulations for THC rather than outright ban it. He wants rules similar to those with alcohol, like banning the sale to anyone under 21 and allowing local governments to decide whether to allow stores to sell it. Among those against the bill, hemp farmers, dispensary owners, and veterans and patients who use marijuana to manage pain. According to the Texas Hemp Business Council, the hemp industry employs 53,000 Texans and generates more than $4.3 billion in yearly sales. However, Lt. Governor Dan Patrick was one of the bill's biggest supporters, saying it also had widespread support from law enforcement. Take a listen. Now whether it's unintentional and he didn't think through it, or whether it's intentional, that's the result of the veto. So as a result of Governor Abbott's decision, that means hemp businesses are still allowed to keep operating.
