Air traffic controllers are also missing paychecks, and military pay is at risk if funding is not secured. Lawmakers have yet to reach a deal to reopen the government, with no votes currently scheduled. While the Senate is considering piecemeal funding for essential workers, Republican leaders argue that fully funding the government is the most effective solution. Democrats maintain that health care issues must be resolved before they agree to any reopening plan.

We begin tonight with the ripple effect of the government shutdown, set to affect roughly 41 million Americans in the country who rely on supplemental food benefits. Those snap payments run out at the end of the week. With the shutdown now on its 27th day, there are no signs a solution to opening the government is any closer. Congressional correspondent Nicole Killian joins me now. Nicole, Congress is back, so still no progress on this reopening the government? Well, as of now, there is no vote on the books for government funding. However, there are several pressure points that could change the dynamics here on Capitol Hill. For instance, starting tomorrow, air traffic controllers will miss their first paycheck. The military is due to get their next paycheck, potentially this Friday, if there's enough funding. And then, of course, this weekend, that's when that deadline hits for snap, where USDA has warned no further benefits will be issued once the new month hits. And then, of course, you have the open enrollment period for the Affordable Care Act, where Democrats have warned those premiums could spike. So there are a lot of things converging at once that could pressure lawmakers to try to find a solution here. And so, Nicole, given those pressure points, what's being done, and this would relieve the pressure, but what's being done to help the people who are affected by the shutdown, if anything? Well, one thing that the Senate is considering is perhaps taking a piecemeal approach, looking for ways, for instance, to pay those air traffic controllers or pay the troops or even some of these essential and furloughed federal workers. But at the end of the day, the best way to do that, according to Republican leaders, is to simply fund the government in full. In fact, Leader John Thune said he talked to the president just yesterday about that. But again, Democrats continue to stand firm that this issue of health care must be addressed before they can put up the votes to reopen the government. Nicole Killian for us on Capitol Hill.
