With more than 90% of global fish stocks considered fully exploited or overfished, Senegal and other nations are calling for the creation of deep-sea marine sanctuaries and stronger international partnerships to safeguard ocean ecosystems.

On board the Ibrafai is a small surveillance crew on what feels like mission impossible, stopping illegal fishing in marine protected areas around Senegal's capital, Dakar. This is more than a sanctuary, it's a pit stop for those in transit. Humpback whales, leatherback turtles return to their nest. Above, birds from Siberia sweep in. In the deep below, fish, many endangered, lay their eggs. For fishermen, future meals for distant plates served in restaurants in Europe and China. It's a protected area because it's like a fish nursery, a reproduction zone. It's important because it will allow the little fish to grow. On the horizon, another fishing boat in protected waters. We close in as they pull in their nets, filled with juvenile fish. This is where the silent plunder of the ocean begins. I'm Senegalese and this is our ocean. I believe I'm fishing legally. The sea hasn't changed, the fish still come and we know when different species arrive. What's changed is us. Before there were 10 of us on a boat, now there are 100. There are just too many of us. The UN warns more than 90% of the global fish stocks are fully exploited or overfished. Scientists say our oceans are on the brink. Now the fisherman risks a fine ranging from $100 to $300. That's a small fortune from him and he's angry because the risk of the ocean reaching ecological collapse doesn't come from traditional fishermen, but from what looms behind, industrial fishing that's taking place out of sight, deep in Senegalese territorial waters. From land, Captain Mara and his team monitor what they can. Senegal's territorial waters are huge, nearly twice the size of its land. We cannot be everywhere, every time. The fight against that sea blindness is partnership because only one country cannot do all the job. Senegal is joining a growing chorus of small nations demanding big changes.
