Eight Democratic senators joined Republicans to advance a temporary stopgap measure, which could serve as the basis for a broader agreement in the House of Representatives.

The proposed Senate bill would fund the government through January 2026 and includes guarantees of back pay and rehiring for federal employees impacted by the shutdown. While the bill does not immediately extend Affordable Care Act subsidies, Senate Majority Leader John Thune has committed to a vote on those credits in December. Further debates and votes are expected in the coming days.

This is a CBS News special report. I'm Jesse Mitchell in New York. Senators in Congress have taken an important first step in the process to end the government shutdown. A few moments ago, the Senate held a procedural vote to approve a bipartisan funding deal. Eight Democrats crossed the aisle to advance the House Republican stopgap deal. It's a small, temporary funding patch, but could become the foundation for a larger deal potentially passed in the House later this week. We're still waiting for more details about that deal, but the Senate bill would fund the government through January 2026. We do know it does not mean Affordable Care Act subsidies will be instantly extended. Instead, Republican Senate Majority Leader John Thune is promising a vote in December to extend those ACA credits. However, the new government opening deal does guarantee back pay for all federal employees who have not received paychecks since the shutdown began. The deal also calls for rehiring hundreds of federal employees who were laid off during the shutdown. Simply put, this evening's vote on the Senate floor is the first step in the process to potentially reopen the government. But more debates and votes will take place on Capitol Hill in the coming days. Getting all 100 senators on the record took hours. Texas Senator John Cornyn rushed from the airport to cast the final vote after his flight was delayed due to air traffic controller staffing shortages stemming from the shutdown.
