These groups are now employing advanced technologies such as drones and alternative internet communications, and are collaborating more with transnational organized crime. The security situation has led to worsening humanitarian conditions, with young people being targeted for recruitment and attacks on civilian infrastructure, including schools and healthcare facilities.

UN experts also highlighted the expansion of territory controlled by extremist groups like the Al-Qaeda-linked JNIM in West Africa. The threats are compounded by ethnic tensions and the adverse effects of climate change, which contribute to ongoing cycles of violence. The situation is particularly severe in northern Mali and much of Burkina Faso, where terrorist groups operate with relative freedom.

The Security Council heard Thursday that terror groups in the Sahel had grown more sophisticated, using elite technology and tactics to launch attacks. The head of the UN Office for the Region said the security situation had created dire conditions. Terrorist activity has surged in scale, complexity and sophistication, including through the use of drones, alternative internet communication and increasing collusion with the transnational organised crime. Maritime security remains a concern and requires a coordinated response. Young people are increasingly prime targets for recruitment by terrorist and violent extremist groups. Growing insecurity compounds an already dire humanitarian situation. On July 40th, UN experts reported that extremist groups in West Africa, like the Al-Qaeda-linked JNIM, have increased the territory under their control. We strongly condemn all acts of terrorism and express grave concern over the use of unmanned aerial systems, anti-aircraft capabilities and improvised explosive devices to target civilians and civilian infrastructure. The deliberate targeting of children, recruitment and radicalisation of youth, attacks on schools and healthcare facilities and restrictions on humanitarian access have compounded human suffering. These threats are further aggravated by ethnic and communal tensions, particularly between hard-earned farmers, and exacerbated by the adverse effects of climate change, which perpetuate cycles of violence. Terrorist groups have stepped up attacks and operate with relative freedom in northern Mali and most of Burkina Faso, UN experts have concluded.
