The U.S. is deploying 350 National Guard members to New Orleans, Louisiana, to support local police and federal law enforcement, particularly in high-traffic areas and in securing facilities used by ICE agents. This move comes as the city marks one year since a major terrorist attack on Bourbon Street and amid reported declines in violent crime rates.

Officials say the deployment is enabled by cooperation from the state's governor and is part of a broader law and order agenda. The National Guard's presence is expected to deter crime and provide additional support to law enforcement, with the potential to make arrests if authorized under Title 32 authority.

Joining me now is former National Guardsman and retired Lieutenant Colonel of the U.S. Army, Mr. Chuck DeVore. Chuck, the National Guard, their arrival comes as the city is marking the one-year mark on that terrible tragedy on Bourbon Street where a terrorist attack killed 14 people. I mean, doesn't deploying the National Guard actually reflect the President's commitment to preventing another tragedy like this? Well, it does. There's a few things that the National Guard can do. First, as you're seeing in a state with a cooperative governor, a governor that approves of the mission, like you see in Louisiana, the Guard can be deployed under what's called Title 32. And that gives them more broad authority to help police to, for example, make arrests if they're authorized to do so. So what you're seeing the Guard doing is it's not only a presence operation where you're seeing people in uniform that ends up reducing the likelihood of people wanting to commit crime. But the other thing that they're doing, which is a little more behind the scenes, is they're protecting federal law enforcement officers and facilities. We've seen a massive increase in attacks on ICE. And so one of the things that the National Guard is very good at doing is securing those facilities to reduce the likelihood of ambushes being conducted against our ICE agents. Yeah, such a good point. But, you know, I want you, Chuck, now, I mean, I know you're a former National Guardsman. Just give me your personal opinion and your view. How do you feel and what's your view on the deployment of these troops to New Orleans? What does this say about that city and why so many Democrat leaders are opposing it? Yeah, well, I predicted this for some five years now back during the defund the police movement. I predicted that what you were going to see is a crisis in police recruiting, morale and retention. And that eventually we would turn to our National Guard to help improve the law enforcement situation in our big cities. And that's exactly what we've seen, not only in New Orleans, but, of course, President Trump's actions in other states as well. I suppose the big difference between New Orleans or places in Tennessee or in Washington, D.C., is there the president, whether through a friendly governor or through direct authority, in the case of Washington, D.C., is able to use the National Guard more extensively than in places like California or Chicago, Illinois, where the governors don't want the guard. And as a result, their mission is very much curtailed. Yeah, such a good point. Well, we do know that the New Orleans Police Department did report that recent data indicates the city is actually on track for its lowest murder count in decades. You know, and even other major crimes, including carjackings and shootings, they've also trended downward as well. You know, their governor, though, has welcomed the National Guard. I guess the question becomes, are they being sent in to help with ISIS crackdown on criminal illegal immigrants? My wife is from her family's from Louisiana, so we spent a lot of time in this state. Do you suspect, though, that the focus of these guards will be helping, you know, ICE with the crackdown on those criminal illegals which have run rampant, not just in New Orleans, but in a lot of blue cities? Yeah, I think that it's a case of, look, the National Guard can walk and chew bubblegum at the same time, right? It's not only improving the security of high traffic places like Bourbon Street and the old, you know, the French Quarter in New Orleans, where all the tourists go. But it's also in covering the six of federal agents' backs, right, in protecting the facilities that the ICE agents are operating out of. We've already seen multiple ambush attacks against ICE agents, a couple in Texas, for example. And so the National Guard is very useful in both of those situations. And so it really, I think, is dependent on what intelligence they're receiving, what the law enforcement and federal law enforcement requests. And, you know, they're going to be able to do both things at the same time. I'm pretty confident about that. Yeah, you know, talk to me a little bit, though, Chuck. We've seen, you know, the deployment of the National Guard be so successful in cities like Washington, D.C. I mean, we saw overnight, you know, the crime rate drop, you know, particularly murders and other violent crimes. I mean, would you expect it to be any different? Is there anything unique about New Orleans that it would be different? Would you expect the same result there? Well, again, it depends on what their orders are. What are the rules of engagement? What exactly are they being asked to do? Again, you know, 250, 300 people is not a huge amount of people when you look at a sworn police officer force. However, they're highly visible. They stand out. And that standing out has a tremendous deterrent effect on crime. They serve at a minimum as additional eyes and ears reporting back up through their chain to law enforcement and allowing for more efficient deployment of law enforcement assets. Now, of course, the Guard can be deputized and make arrests if they're allowed to, especially under Title 32. But I don't think we're going to be seeing much of that in New Orleans. Yeah, this is another example of the Trump administration having to clean up another Biden-era crisis. The Biden crime crisis is real. We've seen a president that's really been focused on it and bringing those numbers down. My question to you now, Chuck, is how does this, though, the deployment reflect the president's broader law and order agenda? I mean, this seems to be on brand for a president who has made law and order pretty secure. And then also, talk to me about the disconnect between these liberal elected officials and the overall general public, because I've seen the videos. A lot of folks in places like Chicago, they want the National Guard there. Right, and that was my experience in the 1992 L.A. riots as well, where as we were deployed, of course, in that case, it was 10,000 guardsmen and 4,500 active-duty Army and Marines that were eventually put into the city. We were constantly hailed by the residents in the areas that we were in, where you had burning buildings and cars. You know, thank God for the National Guard. Thank God you're here. So you're seeing, as you pointed out, a similar reaction in places where the president has deployed the Guard. So I believe we see this huge dichotomy, this huge disconnect between areas like California, Los Angeles, San Francisco, and Illinois with Chicago, where Democratic governors and Democratic mayors have opposed the very thing that their own citizens want. And that's a good thing. It's a good thing politically, because it highlights for the rest of America this massive disconnect between Democrats who appear to be on the side of not only illegal aliens, but also on the side of criminals. Yeah, and if you doubt, if anybody doubts whether or not the president's agenda is working and resonating, I don't hear one Democrat calling to defund the police anymore. That has gone away for sure.
