Florida releases its disaster plan for “Alligator Alcatraz,” but nearly all the details are blacked out. Investigative Reporter Katie LaGrone explains.

Florida has released a 33-page draft evacuation plan for its migrant detention center, referred to as 'Alligator Alcatraz.' Most of the document is blacked out, providing little information on how the state would evacuate the facility in the event of a disaster such as a hurricane. 

The state cited public record law exemptions for keeping tactical and emergency response details confidential. The release comes amid scrutiny over the center's safety, security, and legality. The facility, located in the Everglades, costs an estimated $450 million annually, with the governor expecting federal reimbursement. The release of the plan followed initial denials that any such records existed.

Our team has been working to find out what would happen if a hurricane were forecast to hit what the state calls alligator Alcatraz, where migrants are being detained. Nearly a month ago, investigative reporter Katie Legron put in a request for records showing the disaster plants and Katie joins us now in the studio with an update. So Katie, what did you get back today after the state told you there were no records? Yeah, well, Wendy Paul, not a whole lot. Here's why. While we are getting our first glimpse into evacuation plans for florida's newest and perhaps most infamous migrant detention center, the details are almost entirely being kept secret. The 33 page report is labeled a draft. Most of it blacked out. In fact, the state's disaster plan is so heavily redacted, it offers little insight into how, when and where potentially thousands of people who can be held at the facility at any given time would be evacuated to. And in the event of a disaster, including a hurricane, the state keeping these details secret using an exemption in public record law that allows tactical operations and responding to emergencies to be kept from the public. This report is being released as questions mount over the safety, security and legality of this facility tucked away in the florida Everglades. It also comes nearly one month after we first requested it. At the time, we had also requested copies of contracts with vendors providing services there. This week, the deputy director of communications for florida's Department of Emergency Management responded but stated there are no records responsive to this request. One day later, the governor reposted the plan on X after it was first posted by a conservative media group. At the time, the governor also called out legacy media for concocting a false narrative that the state had no formal plan in place. In response to why the state first told us there were no records then provided this report a day later, the same deputy communications director would only say the parameters of your request were met with an accurate response. Nonetheless, I was glad to provide you with a copy of the south florida detention facility continuity of operations plan for your reporting and the state is currently fronting the estimated $450 million a year detention facility. But the governor has said he expects reimbursements from the federal government. I will stay on top of the story as we continue through this hurricane seating in the studio.
