Russia is encircling troops in two important cities, Pokrovsk and Kupyansk. The cities where buildings are reduced to shells, all but empty of people, have seen months of fighting. Russia says thousands of Ukrainian soldiers are surrounded. To minimize unnecessary human casualties, I'm asking you to take all necessary measures to enable the surrender of Ukrainian troops, those who want to surrender. The Institute for the Study of War disagrees the cities are about to fall. Its maps show Pokrovsk and its neighboring Mirnyhrad are in so-called pincers. Ukraine has been defending this area, using it as a strategic hub for resupplying the front. Kupyansk is in the north, near Kharkiv. Russia has been advancing there for more than a year. In its latest report, the Institute says Russian forces are making gains near Pokrovsk and Mirnyhrad that are significant but likely do not indicate the imminent collapse of Ukrainian defenses. Putin went on to praise the test firing of Russia's latest nuclear weapon. Moscow says the Burevestnik winged missile has global reach and can stay in the air for hours thanks to a nuclear-powered engine. How many kilometers did it cover? 14,000. And for how long? About 15 hours. And that's not the limit? No, it's not. We will need to determine its possible uses and begin preparing the infrastructure for deploying this weapon within our armed forces. All this while special envoy Kirill Dmitriev is in the U.S. trying to mend relations with Washington after new sanctions on Russian oil exports. This is the Russian reply that Russia is strong, Russia is winning on the front line in Ukraine, that Ukrainian forces are being defeated and maybe will soon crumble and Russia will just simply win the war and end the war by winning. And also that Russia, reminding again that Russia is a nuclear superpower. In addition to these messages, Moscow is also hosting North Korea's foreign minister. She's here for a three-day visit.
