As the cable apparently snapped, the car coming down the 290-yard slope couldn't brake and derailed on a turn. Lisbon resident Abel Esteves and his wife and grandson were among 40 passengers in the car at the bottom of the hill and saw the derailed carriage careering towards them. He says he raced to the scene and pulled out a woman from the carriage. However, she was already dead. The city's remaining two lines were shut for inspections, authorities said. The Gloria line, which opened in 1885, transports around 3 million people annually. A union leader told local TV workers on the railway had complained about problems with the cable's tension that made braking difficult, but they said it was too early to say if that was the cause of the crash. The municipal public transport company said all maintenance protocols have been carried out, including monthly and weekly maintenance programs and daily inspections. Flags flew at half-mast as Portugal declared a day of mourning for the victims. Four have been confirmed as Portuguese, while 11 others are of nine different nationalities.
