Palestinian President Mahmoud Abbas will address the United Nations General Assembly virtually after the United States revoked his visa along with those of 80 others, citing national security concerns. This decision comes as 144 UN member states now recognize the State of Palestine, the highest number to date. 

The United States' action is notable given its previous agreement under the UN Headquarters Agreement not to restrict leaders from attending legitimate UN business. In response, member states voted overwhelmingly to allow Abbas to deliver his speech remotely. Abbas has taken a conciliatory stance, stating that Hamas will have no role in governing and calling for all factions to surrender their weapons to the Palestinian Authority.

But Palestinian President Mahmoud Abbas was not there to celebrate. I also want to acknowledge the Palestinian delegation and once again note my disappointment that they were denied the opportunity to be fully represented. Palestinian President Mahmoud Abbas was expected to be here in New York to address the General Assembly just like he has in years past. But at the last minute, the United States revoked his visa along with 80 others. Soon after the United Nations was established, the United States agreed not to restrict leaders from traveling there on legitimate business under what's known as the Headquarters Agreement. But this year it did, citing national security concerns. It wasn't the first time for a Palestinian official. Yasser Arafat came in 1974, the first person to address the General Assembly who did not represent a member state. Today I have come bearing an olive branch and a freedom fighters gun. Do not let the olive branch fall from my hand. I repeat, do not let the olive branch fall from my hand. But years later he was denied access to a meeting on the question of Palestine. It was 1988 and the administration of Ronald Reagan accused him of condoning and supporting terrorism. In that case, the UN moved the meeting to Geneva. This time, Abbas, facing similar accusations, has taken a more conciliatory tone. Hamas will have no role in governing. Hamas and other factions must surrender their weapons to the Palestinian Authority. What we want is one unified state without weapons, a state with one law and one legitimate security force.
