Prime Minister Mark Carney is set to announce a new government with a cabinet that will feature more than half new members, according to information from his office. Carney is expected to reduce the number of returning ministers from his previous cabinet, reflecting a significant shift in personnel. The new cabinet will be sworn in at Rideau Hall.

Sources indicate that Joelle Lightbound and Natalie Provo are likely to join the ministerial team. Several ministers from Carney’s first cabinet, such as Jonathan Wilkinson, are expected to depart as part of efforts to update the Liberal Party’s image and focus more closely on economic issues. However, experienced ministers like Chrystia Freeland and Stephen Guilbeau are expected to retain their positions.

The Prime Minister’s office has said that the cabinet will be kept to under 30 members, with an additional tier of up to 10 junior ministers, known as secretaries of state. This structure is intended to streamline decision-making at the cabinet table while also drawing on the expertise of ministers of state.

Regional representation remains a focus, with calls from leaders in Western Canada for the government to address their concerns. The cabinet changes are part of a broader agenda to reposition the government both domestically and in response to international developments.

But sources say some familiar faces like Chrystia Freeland and Stephen Guilbeau will stay. We need leadership, not just from the top, but from the cabinet as a whole that commits to the agenda of diversification, which means we need to build things in our country again. The Prime Minister's office says Carney is expected to keep his cabinet under 30 people, plus add a second tier, up to 10 more junior ministers known as secretaries of state. This allows for more streamlined conversations at the big table when core decisions are happening, that you have fewer people there, but that you can also draw on the ministers of state, their experience.
