Civil society in Tunisia, once a symbol of hope following the 2011 Arab Spring, is facing significant challenges amid a government crackdown. Activists and NGO leaders, such as Sharifa Riahi who has been imprisoned without charge for over a year, are increasingly targeted by authorities under President Kai Said's rule. Rights groups report that at least a dozen civil society figures have been detained, with many organizations experiencing asset freezes and office raids. The climate of fear has led many activists to hide, as expressing dissent or supporting vulnerable groups now carries the risk of arrest, intimidation, and surveillance. Despite these developments, President Said continues to deny accusations of authoritarianism, even as the space for civil society in Tunisia narrows.

Once a beacon of hope, Tunisia's civil society struggles to survive

Her hands trembling with emotion, Farida Riahi has to hold back tears as she looks at pictures of her daughter. The head of a Tunisian refugee support group, Sharifa Riahi, was arrested in May 2024 after being accused of harbouring illegal migrants. Over a year later, the young woman still sits in prison without charge. Sharifa has been in prison for a year and a week. She left behind a daughter who was just two-and-a-half months old and a son who wasn't even three. Riahi's story isn't an isolated case. Rights groups say her arrest is symptomatic of mounting repression against civil society under Kai Said. The Tunisian president, who's been ruling by decree since dissolving parliament in 2021, has overseen a growing crackdown on political opponents, sub-Saharan migrants and more recently NGOs and advocacy groups, which he regularly accuses of serving foreign agendas and undermining national unity. Those who run these groups, most of them are traitors and collaborators. Like Sharifa Riahi, at least a dozen civil society figures have been detained and as many groups have had their assets frozen and their offices raided in recent years. Today, Tunisian activists and NGO workers have begun to hide out of fear of arrests or reprisals. Today, expressing yourself as a civil society activist has become a threat. It's a threat because it makes you a target of stigma, intimidation, questioning and surveillance. While Kai Said continues to reject accusations of authoritarianism, civil society groups, which had flourished in the wake of the 2011 Arab Spring uprising, appear increasingly under threat in Tunisia.
