The New South Wales government has announced plans to amend legislation to facilitate the construction of modular homes, which can be assembled rapidly and cost-effectively. The proposed changes aim to remove duplication in building and planning laws, enhance certifier accountability, and modernise the building regulatory system.

Developers could benefit from up to 20% savings in building costs and a 50% reduction in build time by using a single plan for modular apartments. The reforms also include increasing penalties for breaches of conflict of interest requirements, with the legislative package set to be presented to Parliament.

Throughout the building process, it's not unusual to have to submit different reports and different plans multiple times. So this adds to confusion and also cost. Approvals currently falling on councils which differ across the state. And the next step is to build apartments like these ones. By having one plan, developers can save up to 20% of building costs on a home like this and can cut build time by up to 50%. The government also looking to increase maximum penalties for those who breach conflict of interest requirements from $33,000 to $1.1 million to help bring trust back into the community.
