The attacker, a 37-year-old Algerian, was under an obligation to leave France but remained in the country after multiple failed deportation attempts. This case has highlighted tensions in Franco-Algerian diplomatic relations, as Algeria has repeatedly refused to accept the citizen's extradition. French authorities have expressed concerns about the effectiveness of international agreements with Algeria.

During the attack, forensic experts identified the assailant's mental health condition, diagnosing him with schizophrenia. France's Interior Minister noted that this added a psychiatric component to the incident. Nevertheless, the minister emphasized the link between migration issues and terrorism in light of the attack. This terrorist act leaves no doubt that it's an Islamist terrorist act given the expression of the terrorists. The assailant was a 37-year-old Algerian national subject to an obligation to leave the French territory. France's Minister of the Interior arrived in Moulouse on Saturday evening. While he drew a link between migration and terrorism, he also said the attacker had a schizophrenic profile which added a psychiatric dimension to his brutal stabbing. According to the minister, Algeria refused to take the citizen back ten times after previous extradition efforts. International law and international relations here in particular with the Algerian regime is about reciprocity. They do not apply a certain number of agreements that we have signed with them. Franco-Algerian diplomatic relations have been rocked by multiple geopolitical rows including recent disputes over the deportation of other Algerian citizens. Saturday's murder in Moulouse may add further friction between the two countries.
