The takeover follows a rapid offensive that began earlier in the month and comes despite a recent US-brokered peace agreement between the Congolese and Rwandan presidents, which did not include the rebels. Local reports indicate that the offensive led to chaos in Uvira, with Congolese army troops fleeing and gunfire reported throughout the city. According to United Nations partners, more than 200,000 people have been displaced and 70 killed across South Kivu since December.

M23's latest assault comes despite a US-mediated peace agreement signed last week by the Congolese and Rwandan presidents in Washington. The deal didn't include the rebels, but it obliges Rwanda to halt support for armed groups and work to end hostilities. More than 200,000 people have been displaced and 70 killed across South Kivu since December according to local United Nations partners.
