Authorities have reported an increase in fatalities involving cyclists and motorcyclists, despite an overall decrease in road deaths. New rules require minors to wear helmets and limit speeds to 15 miles per hour in parks and trails. Law enforcement is also clarifying the distinction between legal e-bikes, which must have pedals, and electric motorcycles. Parents are encouraged to ensure their children use appropriately sized vehicles, follow the rules of the road, and always wear helmets.

The conversation about traffic safety in and around schools has reached new heights here in the valley in recent months. And there's a big-time focus on e-bikes and e-scooters. They're becoming a more and more popular way for kids to get to and from school. So if you're considering buying one for your kid this school year, it's important you know the new laws surrounding them and the dangers that e-bikes can present. We're on the scene of a e-bike fatal here in southeast of Baltimore and Frank Street. In this video, Metro Police say the 100th traffic fatality they've responded to this year was a middle-aged man riding an e-bike. Investigators say he was killed after failing to stop at a stop sign and colliding into a work truck. This is all preventable. While state data shows Clark County has seen a 10% decrease in the number of people killed on our roads through the end of July, the number of both bicyclists and motorcyclists killed has jumped year-to-date. And as kids head back to the classroom on Monday, local jurisdictions are putting tighter rules in place around e-bikes and scooters, requiring minors to wear a helmet and implementing a speed limit of 15 miles per hour in parks and trails. Local law enforcement say one of the biggest challenges they're facing right now is that parents are confused about the difference between an e-bike and an electric motorcycle. If the bike doesn't have pedals and only has foot pegs, it is not a legal e-bike. That is an electric motorcycle. An e-bike must have traditional pedals like a normal bicycle. If you're caught riding illegally, law enforcement can cite you and your bike could be towed. Plus, they say parents can be held responsible, making messages like these all the more important. Parents, help us keep your kids safe. Make sure the e-bike or scooter fits them. Teach the rules of the road and always require a helmet. Remember, in school zones, the speed limit applies to bikes and scooters, too. So as we kick off the new school year, remember, these school zone signs are not reminders, they're the law. Pay extra attention when you're driving around schools and have a conversation with your kid about keeping their eyes peeled when they're walking to and from school to help them understand that the rules of the road apply to them, too.
