Previous attempts to relocate him to Uganda, Ghana, and Eswatini were unsuccessful, as those countries declined to accept him. 

The Trump administration described Liberia as a country committed to democracy and human rights, and stated that Garcia would be accepted on a humanitarian and temporary basis. Garcia, who has lived in Maryland for years with his American wife and child, has been involved in a protracted deportation case since being detained by US Immigration and Customs Enforcement. His lawyer noted that Costa Rica has offered him asylum, but US authorities have opted for deportation to Liberia.

The Salvadorian national Albrego Garcia has been at the centre of a deportation battle with the Trump administration since March, when he was detained by Immigration and Customs Enforcement. With an American wife and child, Albrego Garcia has lived in Maryland for years, but immigrated to the US illegally as a teenager. His lawyer says Costa Rica has offered him asylum, but US authorities have instead chosen what he called a course calculated to inflict maximum hardship.
