It is extraterritorial. It's brought by a single state, applying its laws to the rest of the world, to a foreign national who was publishing in a different country. So basically, it's a declaration of universal jurisdiction over the press, where one country claims that it has the power to restrict not just journalists' ability to do their work, but the public's right to know all over the world.
