A French parliamentary commission has released a critical report following months of hearings into sexual abuse and violence in schools, particularly focusing on the Bétharame school scandal. The report accuses Prime Minister François Bayrou of failing to act against abuse during his tenure as education minister, despite having the means to intervene, and notes that abuse continued for years at the school, where his children were enrolled and his wife taught.

The over 300-page report also highlights widespread systemic violence in both private and public schools, condemning the lack of action by the state, teachers, parents, and police. It includes around 50 recommendations, such as increasing inspections, supporting victims, aiding teachers in reporting abuse, and reconsidering the statute of limitations for abuse cases. The commission calls for significant changes in the relationship between the education ministry and private schools, most of which are Catholic and receive state funding.

French Parliamentary report criticizes PM Bayrou on school abuse

There are the Prime Minister's failings towards hundreds of abused children at the Bétharame school. And then there's the broader problem of systemic violence in private and particularly Catholic schools across France. For four months French lawmakers spoke to over 140 people about sexual abuse, humiliation and physical violence in private schools and received hundreds of testimonies from victims. It was systemic and it is still around today in private and public schools. From the Bétharame scandal which was the starting point of this commission. We have before us a report that condemns the violence but also tries to find safeguards for the future. In the French Parliamentary Commission's report it concluded in regard to Prime Minister François Bayrou that he failed to take action while education minister allowing for abuse to continue at the Bétharame school where his children were enrolled and where his wife once taught. Questioned for over five hours back in May Bayrou denied any wrongdoing but the report's co-author the far-left MP Paul Vannier wrote that he does suspect Bayrou lied to Parliament and the report concluded that Bayrou had the means to take action but didn't allowing for abuse to continue for years. But Bayrou's implications are just a sliver of the over 300 page report investigating violence in schools and here too it issues a scathing condemnation of the state, teachers, parents, the police and adults for not acting or breaking a code of silence. The report issues some 50 recommendations from more inspections saying they were nearly inexistent before to a fund to help victims to helping teachers report abuse in their schools to creating a parliamentary task force to see about lifting certain statute of limitations in regard to abuse towards minors. The report also proposes to drastically alter the relationship between the French education ministry and private schools. 96% of them are catholic in France despite being private they also receive state funds. The commission hopes that such recommendations can be turned into actual legislation.
