According to Khaled El-Gindi, a senior fellow at the Quincy Institute, these actions have resulted in significant civilian casualties and raise doubts about Israel's adherence to the ceasefire terms.

El-Gindi emphasized that the international community, particularly the United States and the Security Council, faces a critical test in upholding the ceasefire. He highlighted ongoing violations, including restricted humanitarian aid and continued military operations, and questioned whether the current situation can be considered a true ceasefire.

All right and joining us now is Khaled El-Gindi. He's a senior fellow at the Quincy Institute for Responsible Statecraft and he joins us from Portland in Maine. Thank you for speaking to us. As we saw there from our report by Zaina and our reporter Hany Mahmoud, Israel still bombing Gaza and Lebanon despite these two ceasefires that are still in place. Many civilians killed. What does that tell you? Well it tells us that Israel has a very different definition of what a ceasefire is than the rest of the world. I mean we've seen this precedent already established in Lebanon. The ceasefire there is more than a year old and Israel has continued to bomb on a regular basis with hundreds killed and the same is happening in the Gaza Strip. Barely two days after the Security Council has codified the ceasefire essentially into international law, Israel seems to be testing both the international community and the limits of that resolution by continuing to bomb in Gaza and I think this is a real test for the Security Council, for the United States and for the international community. Are they going to uphold this ceasefire that they've been celebrating now for many weeks? Yeah and that was actually what I was going to ask you about is this UN vote on Trump's so-called Gaza plan that's being seen by many as a first step let's say towards peace but how can all of that happen when Israel still continues to have what seems like a carte blanche? Right and I think this is why it's so important to hear from members of the international community especially the United States, the permanent members of the Security Council, all those who had reservations about the Security Council resolution and the problematic nature of it. They were rationalizing to themselves and to others that at least this will bring an end to the war and the rest we can, it's something that we can build on but we don't even have that. We don't have full compliance or even partial compliance by Israel with the terms of the ceasefire and if the international community, if the United States is not going to act then essentially what we're going to have is a continuation of the war under the pretext of a ceasefire and peacemaking when in fact the opposite is the case. So I guess the question is you know does it center around terminology and what can be done to prevent such violations because it seems to be happening certainly in Lebanon and on an almost daily basis? Yeah no I don't think it's about terminology. I think it's about the international community laying down the gauntlet and not normalizing what is happening in Lebanon and specifically also in the Gaza Strip. If the international community, if the United States tolerates what Israel is doing then it will normalize it and Israel will be allowed to escalate. So it's very very important that the United States and other Security Council members send a very clear public message to Israel this is not acceptable, this is not compliance and this is a direct violation of the of the Security Council resolution. And I suppose Khalid al-Gandhi one could argue also that violations when it comes to Israel isn't just the airstrikes there are many other violations that are happening in terms of Israel maintaining its control certainly over the Gaza Strip. Oh exactly it's maintaining its control in every respect. It continues to demolish buildings on both sides of the so-called yellow line, it continues to conduct airstrikes, it continues to employ snipers to shoot people, it continues to restrict humanitarian aid. The amount of aid that is entering Gaza is only a fraction of what the ceasefire agreement requires. And so in almost every way Israel is violating the ceasefire and it's questionable whether the current conditions can even be called a ceasefire. I think this is the test, this is when this is the international community that is being tested. If you're going to insist on a ceasefire being codified in the Security Council then you have to be prepared to uphold it.
