This decision follows several years of U.S. aid to Ukraine and is intended to maintain support even if congressional interest declines. 

The announcement comes as European countries, including Germany, discuss plans to finance new defense systems for Ukraine. The White House is also considering imposing sanctions on countries such as China, India, and Brazil that continue to purchase oil and gas from Russia, aiming to limit Russia's ability to fund its military efforts.
