The ongoing government shutdown has led to significant staffing shortages at airports across the United States, with Houston's Bush Airport experiencing some of the longest TSA lines. As many as 40% of TSA personnel at the airport have called out of work, resulting in only a third of security lanes being operational and wait times regularly exceeding four hours.

Efforts to reopen the Department of Homeland Security have stalled as Republicans and Democrats continue to disagree on key issues, including immigration enforcement policies. In response to the crisis, TSA is sending at least two dozen rapid response team members to Houston to help alleviate the backlog, while more than 480 officers have quit since the shutdown began.
