During his visit, President Trump delivered mixed signals regarding federal aid to California. While he assured an influx of federal resources, he also suggested that aid could be withheld if the state does not comply with his demands. Trump urged a change in California's voter identification laws, based on unsubstantiated claims of voter fraud involving illegal immigrants. He also repeated a false claim about fire hydrants running dry due to state environmental measures.

In North Carolina, Trump toured areas still affected by last September's Hurricane Helene. He proposed a significant restructuring of the Federal Emergency Management Agency (FEMA), suggesting its possible elimination. Trump argued for a funding model where states directly receive federal disaster relief money, potentially allowing him greater authority over the allocation of funds. Currently, FEMA independently provides financial reimbursements and assistance to individuals for disaster recovery.
