The outgoing UNRWA chief Philippe Lazzarini warned in a letter on March 20 that the agency's viability is in doubt and a collapse could leave Israel running Gaza's humanitarian work. Amid months of funding shortfalls and no permanent successor before his March 31 departure, Lazzarini said that life in Gaza is "nothing else than misery."
