Critics argue that the scale of the exchange is too small to significantly impact the overall numbers, with over 37,000 arrivals by small boats in the previous year. Concerns have also been raised by other European countries about the potential onward movement of returnees. The deal comes amid domestic political pressure in the UK to reduce migration.

After all the pomp and the ceremony, this is what the state visit was really about. A high-stakes migration deal agreed by the leaders of Britain and France. But whether it can really work is another question. To begin with, just 50 people would be exchanged each week. That's about 5% of people crossing weekly. Critics argue the numbers are too small to make a difference, especially when more than 37,000 people arrived by small boats in 2024 alone. And there are concerns from other European nations, Spain and Greece, often first ports of entry, who worry that under EU rules, France could simply send Britain's returnees onto them. For Lord Dubbs, though, himself a child refugee who fled the Nazis, the deal misses a crucial point. I think we have to be clear that these are individuals who have come as victims of terrible persecution, war, torture and so on, and people are looking for safety. And I think we should be sensitive to their wish to find safety, and I think we should be generous and humane in our approach. But Keir Starmer has made cutting migration an election pledge.
