Kakuma, a refugee camp in northwest Kenya, opened in 1992 to welcome people escaping problems in countries including South Sudan, Ethiopia and the Democratic Republic of Congo. During a visit on Monday, the United Nations High Commissioner for Refugees praised government efforts to integrate the displaced people. Kakuma represents on one hand a very difficult situation. These are people who have been in this situation, protracted displacement, for years, many of them even beyond a decade. Yet it also offers an important example of inclusion and generosity of host nation. It's a model that stands out as a pillar for protection and also a model for inclusion and creating sustainable solutions that can see to refugees beyond the dependency on humanitarian assistance for long periods of time. Although Kakuma remains under UN management, last year it was re-designated a municipality, one that local government officials will later run. In my view, helping refugees is to help them out of that dependency. It's not to create that dependency. This is a violation in my view of their basic human rights, dignity. They deserve inclusion, they deserve managing their situation so that they can become productive members of this human community. Refugees in the camp have been integrated into local services including schools and health facilities. The recently appointed Saleh, a former refugee who later served as President of Iraq, says his own experience will inform his leadership of the agency.
