Staff, such as cook Natalia Meshchuk, have adapted by working during early hours when electricity is more reliable to prepare meals for children. Blackouts are frequent, and generators can only provide light, not heat, making it challenging to maintain comfortable conditions and cook fresh food. 

The government has delayed the start of the heating season due to damage to gas production facilities, leaving indoor temperatures low. Many children spend much of their day in the basement, which also serves as an air raid shelter. Attendance at the nursery has dropped, with only 65 out of 170 registered children present, as some parents keep their children at home due to the power situation. Ukrainian officials report an increase in attacks, while Russia denies targeting civilians and claims its focus is on military infrastructure.

Ukraine officials say attacks have increased during the last two months, with some predicting a hard winter as the war approaches its fourth anniversary. Russia denies targeting civilians, saying its objective is to degrade Ukraine's military capabilities. When Reuters visited the nursery in October, the temperatures inside were 57 degrees Fahrenheit. The basement, also an air raid shelter, was only slightly warmer. In peacetime, Ukraine provided heating to state facilities for the so-called heating season that starts in mid-October. The government has delayed the start of the season until November because of Russian attacks on gas production. The head of the nursery, Yevhenia Savchenko, says she did not know when the heating would be turned on. Why are children in the nursery? Because their parents are working. No one has cancelled that. They need to go to work. We have a lot of children whose parents are in the military, police, and who are doctors or work in critical industries such as bakehouses. Frequent air raid sirens mean the children spend much of their days in the basement. Only about 65 children were attending the kindergarten, out of a total of 170 registered there. Parents who can keep their children at home due to the power issues caused by Russia's attacks. Ukraine, which says it does not attack civilian infrastructure, has stepped up its own strikes on Russian oil refineries. Oil processing has dropped as a result, causing fuel shortages in many regions.

The Trump administration is awaiting word from the Supreme Court after asking it to allow the immediate deployment of National Guard troops to Illinois to protect Immigration and Customs Enforcement officers. A lower court blocked the move.
