The United Nations estimates that about 80 percent of Gaza's buildings have been damaged or destroyed due to ongoing conflict, leaving little hope for adequate shelter. Reconstruction efforts are hindered by restrictions on essential materials and ongoing disagreements between Israel and Hamas over the peace process.

The essential reason is bombing, this resident told a freelance videographer working for CBC News with Byron finishing the job. He says he and others got as many women and children out as possible. But this mother says the storm has already claimed one victim. There was nothing wrong with my daughter, she said. I fed her at night, I fed her but I don't know, suddenly I woke up, I found her cold and dead. Hypothermia is one of many concerns aid groups now share for others in the camps. For many seeking adequate shelter, there is little hope. The UN says the war had already left about 80 percent of Gaza's buildings damaged or destroyed. While the storm continues to rage, Byron's full impact hasn't been measured. But UNICEF says some of it is already plain to see. All the children I met are sick, the mattresses are completely damp, the children have wet clothes on them, it's not possible for them to change clothes because actually most of them have been displaced and when you're displaced you very often run with only what you have on your back. Key materials to repair some of this damage like tent poles and drain pipes are subject to control at Gaza's checkpoints. Real reconstruction cannot begin until Israel and Hamas complete the second phase of the peace process. And there is disagreement on how to get there with Hamas rejecting total disarmament.
