Gross also criticized restrictions on scientific exchange imposed for military and industrial reasons, arguing they hinder scientific progress and international harmony. He advocated for scientific diplomacy, suggesting that scientists can help bridge divides between nations. Gross, who received the Nobel Prize in 2004 for his work on the structure of matter, stressed the universal nature of science and the benefits of global collaboration.

Over the last 80 years nuclear weapons have not been used to kill people. But, you know, people, powerful countries, including this country, my country, Russia and many other countries have studied this problem over the years. China, the United States and Russia especially can definitely start talking. Gross also called to remove the obstacles to scientific exchange that have been put in place to protect military and industrial secrets. He said they're detrimental to science and international harmony. Scientific culture, we treasure disagreements, arguments, competition between ideas where the judge is nature and not power or force or superstition. Science is universal. The laws of science, of physics, apply everywhere in the universe, not to speak of the earth. We all are asking the same questions and we benefit enormously from collaboration, cooperation, discussion. Gross expressed his hope that scientists could serve as a bridge between different nations through what he called scientific diplomacy. Gross won the Nobel Prize in 2004 for his work on the structure of matter.
