NATO Secretary General Mark Ruth is preparing to present a 12-point peace plan for the Russia-Ukraine conflict to President Donald Trump. The plan, developed by European and Ukrainian representatives, calls for an immediate ceasefire based on current battle lines, the return of deported children, a prisoner exchange, security guarantees for Ukraine, a war recovery fund, and a clear pathway for Ukraine to join the European Union. The proposal also seeks increased pressure on Russia through sanctions.

The peace plan comes after a recent wave of Russian strikes in Ukraine and the cancellation of a planned summit between Trump and Russian President Vladimir Putin. While the plan is likely to be supported by the United States and Ukraine, it faces opposition from Russia, which continues to demand a full withdrawal of Ukrainian forces from contested regions before agreeing to any ceasefire.

So you see the damage there from that night video to our monitors. Russia launched a new wave of strikes in Ukraine. Ukrainian President Volodymyr Zelensky says Russia killed at least six, including children. More people are injured. Many people had to escape going down the stairway there as their apartments burned overhead. And as the temperatures plummet in Ukraine, think about this. The strikes took out electricity all across that country. This attack, we know, comes on the heels of a canceled meeting between President Donald Trump and Russian President Vladimir Putin. The two were widely reported planning a meeting in Hungary in the coming weeks. Well, the White House now says those plans are scrapped. CBS News senior national security correspondent Charlie Daggett is live in Washington, D.C. And Charlie, you have new reporting on a new peace plan set to be pitched to President Trump today. Who's pitching it and what's in it? Well, largely the Europeans are pitching it, Reed, and it's going to be put forward by NATO Secretary General Mark Ruth, who actually just announced this yesterday or a couple of days ago that this this meeting would be taking place. It's kind of a snap meeting and very few details have been shared. But the peace talks as the peace plan is going to put ahead. It's a 12 point peace plan. It's crafted by Europe and Ukraine. It calls for an immediate ceasefire based on current battle lines. Return of deported children in a prisoner exchange includes security guarantees for Ukraine, a war recovery fund and a clear pathway for Ukraine to join the EU and also to put more pressure on Russia and sanctions, etc. Of course, this may be a peace plan that the United States would accept. And Ukraine would certainly accept because they are driving for an end of hostilities immediately. That is the driving force. But it is not likely to be accepted by the Russians. And it's part of the reason, as you just mentioned, that this meeting that was supposed to take place, the summit between President Trump and President Putin that was supposed to take place in Budapest has at least been put on hold, if not entirely scrapped, because they just don't see eye to eye about it. In fact, the Russians really have not changed their stance significantly since the beginning. And what they what they really want and what they're pushing for before there's any talk of a ceasefire is a full withdrawal of Ukrainian forces from the Donbass region, in fact, from areas that they don't even have currently under control.
