The team also reported that Black drivers are searched over three times as often, but officers found similar amounts of contraband among both groups, raising concerns about possible racial discrimination.

These findings are consistent with previous local investigations and come as Cleveland continues to implement reforms required by a federal consent decree following a 2014 Department of Justice investigation. The monitoring team noted improvements in police policies, training, and officer conduct, with most stops and arrests based on reasonable suspicion or probable cause.

They found black drivers are 3.7 times as likely as white drivers to be stopped by Cleveland police. The monitoring team also found black drivers were searched over three times as often as white drivers. But officers found similar amounts of contraband, like drugs or weapons, a pattern that could indicate racial discrimination. The team's findings mirror the results of a News 5 investigation on traffic stops last year. We have reported on these disparities before. We knew that they existed. Dr. Lee Anderson is the executive director of Cleveland's police accountability team. At this point, we must figure out and get to the root cause of what's happening, and that is what we are committed to do. Anderson's team helps the city comply with the reforms mandated by the city's federal consent decree, which the city agreed to after a 2014 U.S. Department of Justice investigation found Cleveland police violated people's civil rights. We are out here trying to make sure that they are protected, that they are safe, that they are served, and that it is happening constitutionally. It's not all bad news. The team found officers had reasonable suspicion for most stops and probable cause for most arrests. Police have improved their policies and training protocols. In cases we reviewed, officers were polite. Even lenient.
