A U.S. District Judge has issued an order preventing the Trump administration from deploying California National Guard troops for law enforcement operations in Los Angeles. The judge ruled that the legal criteria under Title 10 for such federal deployment were not met, emphasizing the importance of checks and balances in government.

The decision has drawn responses from state officials, including Governor Gavin Newsom, and may influence future National Guard deployments in other U.S. cities. The ruling follows previous disputes over the use of the National Guard in urban areas, highlighting ongoing legal and political debates.

Judge blocks Trump from deploying California National Guard in L.A.

The federal judge has once again put a stop to the Trump administration's plans to use National Guard troops for law enforcement operations. CBS News correspondent Tom Hanson reading the order. Tom, what do you know? Hey there, Reid. This is the second time this judge, U.S. District Judge Charles Breyer, has gone toe-to-toe with the Trump administration when it comes to the use of the National Guard, specifically in Los Angeles. And he boils it down to Title 10. And I want to pull that up for us so we can give an explanation about what exactly Title 10 is when it pertains to National Guard and federal service. So basically, the criteria here, whenever the United States or any of the commonwealths or possessions is invaded or is in danger of invasion by a foreign nation, there is a rebellion or danger of a rebellion against the authority of the government of the United States, or the president is unable, with the regular forces, to execute the laws of the United States. And that really is that point in the U.S. code that has been called into question, whether or not the bar has been met in order for the National Guard troops to be used. Justice Breyer saying that is not the case. I want to read you a little bit of his ruling here. The founders designed our government to be a system of checks and balances. Defendants, however, make clear that the only check they want is a blank one. So he is not mincing words there. Now I want to reference also some of the reaction that we're getting on the heels of this development. Governor Gavin Newsom posting on X, Donald Trump diverted these brave men and women from their vital public safety operations and deployed them against the very communities they took an oath to serve. So a developing story, certainly, obviously one that hits on a pressure point in so many cities around the country where we've seen the National Guard deployment, including Washington, D.C., including cities like Memphis, and something we're going to be watching very closely to see if there are any ripple effects for future deployments or attempts to deploy the National Guard in other cities.
