The proposals include stricter controls, the possibility of transferring asylum seekers to designated safe countries, and financial support for frontline states such as Italy, Greece, Cyprus, and Spain. Some online have mischaracterized this financial support as a fine, and Hungary's leadership has criticized the plan, though Hungary is not among the countries most affected by first-arrival migrants.

The proposals include the so-called Return Regulation, which would tighten controls on arrivals and removals, allow transfer of asylum seekers to EU-designated safe countries and open the door to controversial return hubs outside the EU. A new solidarity fund would help frontline states, Italy, Greece, Cyprus and Spain through relocations or financial support. Some online have described this as a fine. Hungary's Prime Minister Viktor Orban has gone further, accusing Brussels of forcing Hungary to pay even more or take migrants in, calling the plans unacceptable. His political director Balazs Orban also criticised the European Commission of underestimating the migration pressure Hungary is facing. One factor that may explain why Hungary is not listed to receive solidarity funds is that it's not among the countries most affected by first-arrival migrants. According to data from the International Organization for Migration, the countries facing the highest pressure in 2025 are Italy, Greece, Spain, Cyprus, Bulgaria and Malta. Commissioner Magnus Brunner responded to Hungary's claims, saying that decisions taken cannot be judged in isolation and must be viewed as a whole. He added that solidarity remains both flexible and mandatory.
