House Minority Leader Hakeem Jeffries slammed the administration yesterday. Listen. Donald Trump and the administration chose to ignore the Constitution, and so they're going to have to come before Congress and explain their justification for an offensive military strike against Iran. CBS News congressional reporter Torian Small is on Capitol Hill and joins me now to talk about it. All right. So, I guess, let me first ask you what the latest on this War Powers Resolution in Congress is at this point, given that there might potentially be a ceasefire, Torian. Yeah. So, Vlad, this week we saw three House Democrats, Himes, Meeks, and Smith, come out with the War Powers Resolution that would essentially handicap the president from moving forward without congressional authorization for any further action on Iran. This comes after there have been other proposals bicamerally. So we saw a bipartisan proposal from Representative Thomas Massey, a Republican, teaming up with Ro Khanna, a Democrat, and members of the Congressional Progressive Caucus coming forward with a similar proposal that would essentially tell the president to stop within 60 days any further escalation of the situation in Iran. We've now heard from Representative Massey, who says he's rethinking that proposal. We also heard from House Speaker Mike Johnson, who said all of this is pretty moot, considering this ceasefire deal is imminent or potentially going to take effect sooner than later. That still doesn't sit well with Democrats. Vlad, as they're saying, so far they feel the president has acted within his bounds of power. But again, without power of the House and Senate, without control, I should say, it's Republicans who really have the ball in their court, and it's looking like they're unwilling to move on anything if the president can prove that he has this under control. All right. Congress has also been working to pass the president's big, beautiful budget. Where do things stand there? Yeah, so not too long ago, actually, we saw this Truth Social post from the president essentially saying now that this Iran-Israel deal is coming together, it's time to put your focus back squarely on moving this big, beautiful bill out of the Senate, out of the House, and to his desk. July 4th is the deadline that Republicans set forth, and we're hearing not just from the president himself but members within his administration and senior leadership on the Hill that this is the plan that they're intending to stick with, which means that they might forego any type of break, which is what the president is saying there in his Truth Social post, and get this forward. The lingering questions about whether or not there will be consensus has to hinge on fiscal conservatives, whether or not they're going to support this massive price tag. We saw that there is an acceptance, not necessarily agreement, with members of the Salk Caucus, but it's to be seen whether or not we could get a vote on this bill by the end of the week, which is what they're hoping for, Vlad.
