How dynamics in the Texas redistricting battle have changed

For the 9th day now, the Texas State House of Representatives adjourned without enough lawmakers present to push forward a bill expanding the number of Republican leaning congressional districts say Democrats have vowed to stay away from the Capitol for the remainder of the special session, which ends next Wednesday. But Governor Greg Abbott is saying he will call for another special session to begin right away. In an exclusive interview with CBS News Texas, he says Republicans are going to pursue an even more expansive change to their redistricting plan. There's a higher percentage of Democrats in Texas than there are in the congressional delegation. Then there are Republicans in California, Illinois, New York or Massachusetts. And so if Texas were to draw its maps the way that these Democrat states have drawn their maps, it could mean as many as maybe even 10 seat pickup. And CBS News political reporter Hunter Woodall joins us now. Hunter, every single day we keep on talking about this and we keep saying not enough Democrats are there in order to actually make a vote happen. Where exactly do things stand in the legislature today? Well, good evening Nancy. When you look at the dynamics over the last 24 hours, you see that things have shifted a little bit, and I think it's important to signify why. Because right now the special session is likely going to end, as you said, in the coming days. But it does seem that GOP Governor Greg Abbott has talked about, OK, he's going to keep calling special sessions. And when you look at what Texas Democrats have been saying, they've also signaled, hey, once they feel like they've accomplished something by running out the clock on this first special session, maybe something different happens down the road. There is that air of inevitability as we've been talking about. Texas Republicans have so much power here, so much enthusiasm to pass these new congressional lines eventually, that given how many things are happening, Texas Republicans are likely going to be able to force this through if they can compel enough Democrats to get back. At the same time, Texas Democrats feel like they've been getting their message out. There's been so much national attention about this. And there are moments today, too, where the Texas Senate, which doesn't have the same quorum rules that the Texas House does, actually passed their version of these new maps. There's a notable moment of a Texas Republican on the Senate floor speaking about why they're passing these maps. Let's listen in. My second objective with SB4, first being that it be legal, the second objective was to support a plan that, simply put, elects more Republicans to the U.S. Congress. That's that kind of line that is likely to animate Democrats as they continue to call attention to this and try and, you know, build up national outrage that could help them, not just in this push, but in the 2026 midterms, as well. And, Hunter, you know, we keep hearing about consequences in all this. The state's Attorney General, Ken Paxton, who's, by the way, running against Senator John Cornyn in the Republican primary for Senate, as you well know, asked a judge to potentially jail former Democratic Congressman Beto O'Rourke today. What's going on there? This is a fascinating legal filing. I was reading it earlier today, and it's this idea, the politics here can't get lost. The Attorney General, like you said, Ken Paxton, is running for the U.S. Senate against incumbent Republican John Cornyn. This is a Republican against a Republican primary. Ken Paxton is trying to go farther to the right than the longtime incumbent John Cornyn. And moves like this, Representative, former Congressman O'Rourke is obviously a well-known Democrat. He ran for the U.S. Senate. He ran for the presidency during the 2020 cycle. And this is that kind of back and forth that animates the base of the Republican Party. And it gets Paxton's name out there in a way as he tries to continue to build momentum to really try this long, this challenge against John Cornyn that has upended Republican politics in the state and sort of shadows everything that's going on with this battle for redrawing the congressional maps right now.
