This video has created a lot of chatter online, and because of this, the Jacksonville Sheriff's Office began a criminal and administrative review of the officer's actions. High-profile attorneys are defending this man, and a local civil rights attorney is speaking out. Step out. Step out. Here. 22-year-old William McNeil Jr. shared this video on March 5th, after he was arrested in February. His arrest report says the officer pulled him over for not having headlights on during inclement weather. I'm not surprised. I've seen a lot of videos like this. High-profile civil rights attorneys Harry Daniels and Ben Crump picked up the case, defending McNeil Jr., saying he did not deserve this force. He got pulled over for a bogus allegation that he did not have headlights on, and to be subjected to this type of brutality is so inhumane. I showed it to Michelle Rayner, a local civil rights attorney and state representative for House District 62. It is complete shock. It is definitely, it's disturbing. It is not incumbent upon a civilian to de-escalate a situation. It is incumbent upon law enforcement officers to de-escalate a situation. They're the ones that have training. They're the ones that know how to de-escalate the situation. And there were so many ways that that officer could have de-escalated that situation that it did not have to rise to this level, where they were punching out his window, pulling him, sucker-punching him, and pulling him out of his vehicle. Jacksonville Sheriff TK Waters responded to the viral video, saying he launched a criminal and internal investigation into the officer's actions. He says McNeil never filed a complaint, and had he known about this video, his administration would have looked into it. The reality is that all force, all violence, is ugly, and just because force is ugly does not mean it's unlawful or contrary to policy. The sheriff said that the state attorney has cleared this case as not criminal. But Officer Bowers' actions are still being looked at to see whether he violated JSO policy. Sheriff Waters says he believes in being transparent, while also holding his own accountable. And he says that that can't happen without having all the facts, including context. So he shared some of the body-worn camera footage from that day, where you can hear the officer repeating their commands. Open the door and exit or we are going to break a window. Open the door and exit. You are under arrest for resisting. You're not allowed to resist a police officer when he's doing his lawful duties. McNeil faces charges of resisting an officer without violence, driving with a suspended license and possessing drugs. He pled guilty to the first two. We posted this story on Facebook, and hundreds of people spoke out in the comments section. One person said, quote, this breaks my heart. Another Facebook user said, quote, seems extreme for a routine stop. And this commenter said, how many times does someone ignore a lawful command? This isn't about race, it's about disrespect towards law enforcement. Sheriff T.K. Waters responded. I wouldn't work here if we're after black men or black people, period. I can tell you he wouldn't. I can tell you any other African-American or black male or female that works here wouldn't work here if we're after, if our black citizens are under siege. Not the case, not at all. Out of an abundance of caution, Officer Bowers has been stripped of his law enforcement authority pending the outcome of this administrative review.
