CBC News has learned the recently-expanded Canadian military mission in Latvia is suffering through a critical and chronic shortage of spare parts to keep its vehicles operational. Internal documents blame supply chain issues, while some military experts blame a decade of funding cuts.

Canadian military operations in Latvia have been significantly affected by chronic shortages of spare parts, according to internal Department of National Defence documents. During a recent NATO training exercise, up to 30 percent of the Canadian contingent was deemed combat ineffective due to vehicles being out of service, primarily because of supply chain delays and a backlog in obtaining necessary parts.

The government has allocated an additional $9.3 billion to the Department of National Defence, partly to address longstanding underfunding. However, experts note that procurement bureaucracy and previous budget decisions have exacerbated the situation. Efforts are underway to reform procurement processes, but logistical inefficiencies, such as routing spare parts through Canada before reaching Latvia, continue to hinder operational readiness.

Drives like a boat, what kind of boat? Prime Minister Mark Carney, up close and personal with military vehicles in Latvia. All of it spit and polish. And it likely took a lot of work for Canadian troops to get those tanks, armoured vehicles and howitzers in place. Internal Department of National Defence documents obtained by CBC News show during a training exercise with NATO allies in Latvia this summer up to 30 per cent of the Canadian contingent was considered combat ineffective. Basically unable to move. Vehicles were off the road because of Canadian supply chain issues and a parts backlog. Trucks, troop carriers and tanks were all affected. Getting spare parts for the old Leopard tanks has long been a nightmare. So we have not completely squared that away. And I have the priority of parts that are available in the Canadian system. But the minister just told me a few minutes ago that that's one of his top priorities and he's actively working on it. We are procuring, we're moving quickly on procurement reform. The Carney government has put an extra $9.3 billion into DND. Some of it meant to address decades of underfunding. Experts say these shortages were exacerbated by the former Trudeau government's plan to buy new military equipment while forcing DND to cut elsewhere. Canada has been in Latvia for years. A mission meant to deter Russian aggression. By now, for heaven's sake, we should have figured out how to keep our troops in harm's way with the right levels of equipment, with the right levels of spare and ammunition supplies. Not all of the woes are money related. Some of it is bureaucracy. Take, for example, those Leopard tanks. Spare parts are manufactured in Germany. But instead of shipping them directly to Latvia DND requires they be sent to Canada, logged into a system and then shipped back to Europe. Murray Brister, CBC News, Ottawa.
